The Government today said that India is registering a significant decline in active caseloads and fresh cases amid the second wave of Covid-19 pandemic. The active Caseload has declined to around four lakh 64 thousand. The recovery rate is also continuously improving and it has reached 97.2 per cent in the country.

Briefing media in New Delhi today, Joint Secretary of Health and Family Welfare Ministry, Lav Agarwal has said, the country is witnessing a decline in the daily number of cases due to continued efforts of containment and restriction strategies. He said, the average daily new cases declined from three lakh 89 thousand cases between 1st to 7th May this year to 40 thousand 420 cases between 3rd to 6th July. He said, the spread of infection concentrated in Limited geography and 80 per cent of new cases in the country were reported from 90 district. Mr Agarwal said, this indicates that infection is now spreading in a localized manner.

The country is witnessing a declining trend in case positivity. Mr. Agarwal said, 71 districts in the country are still registering case positivity more than 10 per cent. The Joint Secretary said, the country has ramped up Covid-19 testing for the early detection of the cases. He said, various laboratories are currently conducting on an average 18 lakh 30 thousand tests in the country.  


Mr Agarwal said, people travelling to hill stations are not following COVID-appropriate behaviour. He said, government can nullify the ease in restrictions again if protocols are not complied with. He termed the vaccination as a major tool in the fight against the COVID-19 pandemic. India has administered the largest number of COVID vaccine doses in the world so far followed by the United States of America where 33 crore six lakh vaccine doses have been administered. India has crossed yet another milestone in the COVID vaccination drive as the total vaccination coverage has crossed 36 crore mark. The Ministry has termed it India's landmark achievement in the fight against COVID-19.

The Center has advised States and Union Territories to inform Union Health Ministry in case more doses of Covid vaccines are required. Union Health Ministry said, States and UTs had been informed adequately in advance about Vaccine doses that will be made available to them in July. It said, recently there have been some media reports alleging COVID19 vaccine shortage in Rajasthan during the last two days leading to closing of some COVID vaccination centres. The Ministry said, on 1st July, Rajasthan had over one lakh 69 thousand unutilised balance doses of vaccines available with it. Under the National COVID Vaccination Program, the State has received over eight lakh 89 thousand doses of vaccines between 1st and 6th July 2021 free of cost from Union Government. In addition, Rajasthan will receive an additional 39 lakh 51 thousand doses during the remaining part of July. Health Ministry said, in the entire month of July, Rajasthan will receive more than 50 lakh 90 thousand vaccine doses. It has advised States to plan their COVID -19 Vaccination sessions based on the availability of COVID vaccines.


The Health Ministry has launched COVID GuruKool, an informational video series on its social media platforms. It is aimed at disseminating authentic information on COVID-19 pandemic and it's vaccination program. Leading public health experts, policy makers, doctors, scientists and health professionals will participate in the series and will help in sensitisation of people towards Covid appropriate behaviour and bust the myths around the vaccines.  

In Uttarakhand, the State Government has extended the ongoing COVID curfew by another week, commencing from today. The curfew will remain in place till 6 a.m. on the 13th of July. The government has allowed the opening of shopping malls with 50 per cent capacity. In another major relaxation, the State Government has allowed local administration to observe the one-day shutdown on their traditional closure day. Earlier, shops in all cities and towns, except Nainital and Mussoorie, were mandated to remain closed on Sunday. Shops and business establishments have been allowed to open six days a week instead of five. Gyms and coaching centres for job aspirants have also been allowed to open with 50 per cent occupancy. As per SOPs, registration on the smart city portal and a negative RT-PCR or Rapid Antigen Test report not older than 72 hours will be compulsory for people coming from outside the state.

The Assam Government has issued new directives in the state to contain the spread of COVID-19. Talking to newspersons in Guwahati, Health Minister Keshab Mahanta said seven districts have been declared total containment zone for a week. These districts are - Goalpara, Golaghat, Jorhat, Sonitpur, Biswanath, Morigaon and Lakhimpur. On the other hand, curfew will continue in 16 districts from 2 p.m. to 5 a.m. Mr. Mahanta said that in the remaining 11 districts including Kamrup Metro, curfew will continue from 5 p.m. to 5 a.m. He said ban on inter-district movement will continue. The Minister, however, said essential and emergency services will continue. Meanwhile, Assam Chief Minister Himanta Biswa Sarma has inaugurated a 200 bedded Covid ICU at Gauhati Medical College and Hospital. It has 4 dialysis beds and 80 thousand litre medical oxygen tank facilities. Inaugurating the new COVID -19 treatment facility, the Chief Minister urged people not to lower their guards . He said that Assam has made rapid progress in terms of better health infrastructure facilities. Along with Health Minister Keshab Mahanta, the Chief Minister also started the ceremonial distribution of appointment letters to 896 staff nurses under the National Health Mission.

The gross GST revenue collected in the month of June is 92 thousand 849 crore rupees. Out of this, CGST is 16,424 crore rupees, SGST is 20,397, IGST is 49,079 crore and Cess is 6,949 crore rupees. The gross GST revenue includes GST collection from domestic transactions between 5th June to 5th July. Taxpayers were given various relief measures in the form of waiver and reduction in interest on delayed return filing for 15 days for June for the taxpayers with the aggregate turnover upto 5 crore rupees in the wake of the second wave of the COVID pandemic. During this month, the government has settled 19,286 crore rupees to CGST and 16,939 crore to SGST from IGST as regular settlement. The revenues for June are 2 percent higher than the GST revenues in the same month last year.

President Ram Nath Kovind has appointed New Governors for eight states. Union Minister Thawarchand Gehlot has been appointed as the new Governor of Karnataka while BJP leader Mangubhai Chhaganbhai Patel will be the new Governor of Madhya Pradesh. BJP leader Dr. Hari Babu Kambhampati will be the Governor of Mizoram and another party leader Rajendra Vishwanath Arlekar has been appointed as the Governor of Himachal Pradesh. In a press communique, Rashtrapati Bhavan said, Mizoram Governor P.S. Sreedharan Pillai has been appointed as the new Governor of Goa. Haryana Governor Satyadev Narayan Arya will now be the Governor of Tripura. Tripura Governor Ramesh Bais is the new Governor of Jharkhand in place of Draupadi Murmu. Himachal Pradesh Governor Bandaru Dattatreya has been appointed as new Governor of Haryana. 

The Department of Justice is commemorating today the milestone of crossing nine lakh beneficiaries under its Tele-Law programme. The programme connects the disadvantaged and needy seeking legal advice from Panel Lawyers through e-interface platform available in Common Service Centres. Law and Justice Ministry said, Tele-Law programme is presently operational in 633 districts, including 115 Aspirational Districts across 34 States and Union Territories through a network of 50 thousand Common Service Centres. Tele-Law saw 369 per cent growth in number of beneficiaries seeking legal advice during last one year. Speaking on the occasion, Law Minister Ravi Shankar Prasad said, Tele Law has potential to foster inclusive character of justice delivery and strengthening rule of law. He appreciated the efforts of Department of Justice for collection and compilation of real time stories of the beneficiaries.

Education Ministers from the five BRICS countries virtually signed a joint declaration today to further strengthen academic and research collaboration in higher education and Technical and Vocational Education and Training. In the 8th meeting of BRICS Education Ministers that was held as part of the 13th BRICS Summit being hosted by India, ministers deliberated on two themes. These are - Leveraging digital and technological solutions for ensuring inclusive and equitable quality education and enhancing research and academic collaboration.


The Ministers agreed on facilitating the mobility of students and faculty among BRICS partner states, besides encouraging joint and dual degrees between higher education institutions in BRICS countries. Chairing the meeting, Minister of State for Education Sanjay Dhotre said that India acknowledges the concerted efforts being made by students, teachers, parents, communities and governments across the world to mitigate the effects of the pandemic and build back a more resilient education system. He underscored the importance of multilateral cooperation, especially among the BRICS nations, for harnessing the full potential of education.


Mr Dhotre further said that online learning and digital delivery of education have emerged as important means for achieving education sector development goals and targets set by each BRICS country. He said it is therefore necessary that the importance of leveraging technology is recognised to promote access to inclusive and equitable quality education for all.


Education Minister Ramesh Pokhriyal Nishank today said National Testing Agency will be holding the third session of JEE (Main)-2021 Examination from the 20th of July to 25th of July. The fourth session will be held from 27th July to 2nd August. In a virtual address, Mr Pokhriyal said the safety, security and bright future of the students is the highest priority of the government. He said there were some concerns among students regarding JEE (Main)-2021. The Minister said that in order to ensure the safety of the students, a number of arrangements are being made.


The number of cities have been increased from 232 to 334. The number of examination centres in every shift will also be increased from 660 to 828. All COVID 19 guidelines and protocols will be followed at all examination centres. The registration process at the examination will also be contactless.


The total number of candidates who have already registered earlier for the April session is 6.80 lakh and for the May session is 6.09 lakh. After receiving representations from candidates to reopen the online application window, it has been decided to provide another opportunity to apply for JEE (Main)-2021.


Union Minister Dr Jitendra Singh today said a Common Eligibility Test, CET for job aspirants will be conducted across the country from early 2022. This unique initiative is being undertaken with the personal intervention of Prime Minister Narendra Modi to screen and shortlist candidates for recruitment to Central Government jobs. The Minister said this initiative was scheduled to take off with the first such test before the end of this year, but is likely to get delayed due to the COVID pandemic. Speaking after the launch of e-Book Civil List-2021 of IAS officers, Dr Jitendra Singh said, the Common Entrance Test is a path-breaking reform carried out by Department of Personnel & Training to bring about “Ease of Recruitment” for young job aspirants. 


External Affairs Minister Dr. S. Jaishankar will pay a three day official visit to Russia from tomorrow. ​During the visit, External Affairs Minister will meet his counterpart Sergey Lavrov. Discussions are expected to cover the entire range of bilateral issues, including cooperation in the fight against the Covid-19 pandemic as well as exchange of views on various regional and international issues. The External Affairs Minister will also meet Deputy Prime Minister of Russia, Yuri Borisov, who is his counterpart for the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation. He will also have a meeting with the Chairman of the State Duma Committee on International Affairs, Leonid Slutsky.


Foreign Secretary Harsh Vardhan Shringla today met Afghan Ambassador to India Farid Mamundzay. The Ambassador briefed the Foreign Secretary on the security situation in Afghanistan. Mr Shringla assured the Afghan side of India's long term commitment towards peace and prosperity in Afghanistan.


Information and Broadcasting Minister Prakash Javadekar today said India has opened up a facilitation office for international film makers and all approvals to be given in one go. Inaugurating the India Pavilion during the 74th Cannes Film Festival, the Minister hoped that the world comes out of the pandemic very soon and people come back to theaters once again. This is the second year when the pavilions are being virtually organized. Mr Javadekar said the virtual India pavilion can become a meeting place to meet and discuss the future of the world of cinema.The Minister further stated that many of the international films are being filmed in India with over 500 sites available. He said the government has taken a number of steps to attract more international film makers to India.
